ในปี พ.ศ. 2556-2557 บิ๊กสกสค. 16คน ในที่ประชุมฯ มีมติให้ตั๋วสัญญาใช้เงินโดยมีธนาคารอาวัลจำนวน 3 ใบ จากบริษัทบิลเลี่ยนฯ แบ่งออกเป็น 500 ล้านบาท 2,100 ล้านบาท และ 400 ล้านบาท ตามลำดับ ศาลตัดสินคดีแล้ว ซื้อตั๋วเงินฯ 500 ล้านบาท เป็นการอนุมัติชอบด้วยกฎหมาย ศาลคดีทุจริตฯยกฟ้องอดีตบิ๊ก สกสค.นำเงิน ช.พ.ค. 500 ล.ร่วมทุน บ.บิลเลี่ยนฯ เมื่อวันที่ 9 เมษายน 2568 ข้อมูลจาก www.eduguidenews.com ตามคำพิพากษาของศาลอาญาทุจริตและประพฤติชอบกกลาง ศาลอยู่ระหว่างพิจารณาคดี 2,500 ล้านบาท อีกครั้งในชั้นอุทธรณ์ สำหรับตั๋วอาวัล 2,100 ล้านบาท และ 400 ล้านบาท คดี 2500 ล้านบาท มีความเสียหาย เพราะไม่ดำเนินการตาม 500 ล้านบาท จนเป็นที่มาให้ศาลชั้นต้นตัดสินเหมารวม
